04.05.01 GEORGE STREET, PENSHURST - TRAFFIC CALMING (T/00794)



At the last Meeting of the Traffic Committee, it was noted that a resident of George Street had made representations concerning the speed of motorists in George Street, west of the new roundabout at Penshurst Street. The resident requested installation of a raised threshold in George Street near Penshurst Street, similar to the threshold on the east side of Penshurst Street in George Street.

The Traffic Committee deferred this item to the next Traffic Committee Meeting, to enable a traffic volume and speed survey to be carried out in George Street, between Salisbury Street and Penshurst Street. A survey has recently been completed at this location, showing that on average, 3,830 vehicles per day use this section of George Street. The 85%ile speed was 69km/h.

This speed result is of concern, as a result in excess of about 65km/h is considered excessive. However, it is not normal to implement a single raised threshold to address problems such as this. Either an area wide LATM scheme should be considered for this area, or the matter be referred for police enforcement.
* Accordingly, this matter is referred to the Committee for its consideration.

At the meeting, it was noted that the weekly total of vehicles exceeding 70km/h in this section of George Street, was 2,800 vehicles. (400 veh/day) Also, it was noted that twelve months ago a count was carrried out in George Street near Queensbury Road, which showed that only 2,640 vehicles per day used this street. The growth in traffic in George Street was considered to be substantial, although it was noted that the surveys were taken at different locations.

I reported to Council on 29 January 1997 about our submission to the E.P.A. for a grant under the subject program.

My brief included the announcement by the Minister for the Environment:

The program will provide grants of $15,000 to six urban Councils to conduct a pilot community education project which aims to reduce stormwater pollution. A full description of the program and its timeframe is attached. It is expected that Councils that are successful applicants for these grants will match the $15,000 so that a total of $30,000 is available for each funded project."

Council has since been advised by the E.P.A. that it was successful and would be presented with a $15,000 cheque by the Minister on Friday, 14 February 1997, subject to agreeing to the terms of the grant.

With the concurrence of the Mayor the General Manager agreed to these terms on 12 February 1997 and Clr. Frawley on behalf of the Mayor accepted a cheque in the amount of $15,000 from the Minister at a ceremony at Sydney Rowing Club on the 14th.

$5,000 of the total project costs will cover minor capital works to improve visibilty of the GPT and therefore its' educational value. This work could be funded from Section 94 (Drainage ) contributions.

The balance , being $10,000, could be funded from Working Funds Surplus or from various maintenance budgets.
