"STATEMENT OF ENVIRONMENTAL EFFECTS

Amended Subdivision Plans 10 August 1995
27 Southern Street, Oatley

The amended subdivision plans have created the following changes to benefit the amenity of the subdivision.

1. Access to the proposed lot 22 is greatly improved as it is direct from the offstreet parking spaces and no longer via the inclinator.

2. Sufficient buildable area now exists, upon which to site a new dwelling, which is compatible with the environs.

3. Significant vegetation is able to be retained. This statement is based upon advice received from an arborist.

4. The views from the waterway will not be further cluttered by building forms.

5. Sufficient land exists on the eastern portion of the proposed lot for a flat play and garden area.

6. The proposed location of the dwelling will have low impact on the neighbouring properties and on the waterway.

The three major objections, expressed in the Engineering report to the Works Committee on 17 May 1995, to the proposed subdivision in its original two lot form, have been dealt with in the amended subdivision plans. They are:

A. Car Spaces - "Whether there is room to provide two (2) off street car parking spaces for each dwelling plus providing ample manoeuvering area."

In the area where the access handle varies from a width of 8.09m to 6.0m for a length of 10m, two car spaces can be provided. Therefore where the access handle is 6m in width, the clear access area remains 3.5m in width. This is .5m in access of the code requirement of 3.0m.

To achieve car parking spaces and sufficient room for manoeuvering, it is proposed to extend the concrete slab by 1m for a distance of 5m on the southern boundary. This means that at the narrowest point of the splay there is 3.5m of access handle for manoeuvering.

The majority of length of the access handle is wider than the requisite 3.0m. Please refer to the plans drawn by the Architect Nagy Khoury.

As the Engineering's Report suggests on page 46,

'..... it is noted that the access handle splays to a maximum width of 8.09m which could provide adequate turning/passing room.'

it should also be noted that the access handle leads to a quiet cul-de-sac with good visibility on to the road.

B. Pedestrian Access - "Whether the narrow inclinator is sufficient to provide pedestrian access to this new lot at the water front ..."

When you refer to the subdivision plans, drawn by the Architect Nagy Khoury, you will note that the access to the proposed lot is not via the inclinator as previously proposed. It is by way of easement on the northern and eastern boundaries of the existing lot. It does not intrude upon the privacy or amenity of the existing dwellings.

C. Foreshore Building Line - "The foreshore building line would have to be moved closer to the Georges River to provide a suitable area for building on this new proposed battleaxe."

It may be seen from the Architect's drawings that a dwelling may be located on the proposed lot without any requirement for the foreshore line to be ignored. The foot print of the proposed dwelling varies from approximately 9m to 6.5m above the foreshore building line. This means that the existing swimming pool will be demolished and a new dwelling would be located partially over the area occupied by the existing pool.

There is no infringement required of the foreshore building line, as an adequate building platform exists for a dwelling on the amended subdivision plan to be located above the existing retaining wall.

The proposed location will allow the staggering of dwellings along the foreshore, as the two neighbouring properties have habitable structures well below the foreshore building line.

The amended plans address the objections and concerns of the Engineering's Report and the Manager of Planning Services.

Each lot has an area well in excess of that required by Council's code, which is 550sqm. Lot 21 has 915.7sqm and lot 22 has 796sqm.
