03.19 YOUTH SERVICES CONFERENCE

A Conference for Youth Service Workers, "The Challenge - The Future of Young People in NSW", will be held on 13 September 1995 at Bondi. The Conference has been organised by the Local Government Community Services Association - Youth Workers Division.

The Community Worker - Youth & Children's Services has been involved in the planning and development of the Conference Programme; seeking sponsorship; confirming guest speakers; and will be involved in presenting a workshop component of the programme. Many issues to be addressed at the conference are of significance to the Hurstville and St George areas. Concerns that are frequently raised by, and for youth, and the broader community will be addressed by panel discussions, keynote speakers and workshop sessions.

A wide range of speakers and researchers will present and explore a diverse range of topics, including:
* Young people and public space
* Juvenile justice
* Mental health and suicide
* Cultural planning and development

For the first time Local Government Youth Workers have undertaken to organise their own Conference in response to their deep concern at the lack of policy co-ordination across both the State and Federal government sectors, as well as the many changes that are occurring in the area of social justice for youth. Of particular interest will be the issues of alienation of youth and their use of public space.

The cost of the Conference is $100 for LGCSA members and $120.00 for non-members. The Community Worker - Youth & Children's Services is a member of the LGCSA. It would be appropriate and relevant for both the Community Worker - Youth & Children's Services and the Youth & Town Centre Co-ordinator to attend the Conference.

The City Treasurer has advised that amounts of $17,048.00 and $3,719.00 have been expended to date from the 1995 Delegates Expenses allocation of $30,000.00 and $34,000.00 for Councillors and Senior Officers respectively. The City Treasurer further advises that there are no commitments for Councillors or Senior Officers and therefore a total amount of $20,767.00 will be expended this year in respect of those conferences, seminars etc., for which Council has already authorised attendance by Councillors and/or Senior Officers at previous meetings.

03.36A PREVENTION OF CERVICAL CANCER IN OLDER WOMEN PROJECT (Report by Manager - Community Services, Ms L George)


The National Policy on Screening to Prevent Cancer of the Cervix was the result of findings that, despite evidence that more than 90% of cervical cancer is preventable with 2 yearly screening, only about 50% of potential cases of cervical cancer is prevented in Australia. There are more than 1,000 cases of cervical cancer identified each year, and about 360 women die each year from cervical cancer.

The Women's Health Promotion Officer for the Women's Health Service has suggested that Council's female staff be advised of the availability of the screening program, and invited to attend a clinic during the month of September. Posters and flyers advising of the availability of the service will be provided by the health service. The option of making a suitable room available at the Council building was investigated, however the requirements for access within the room to a sink, and the need for full privacy could not be met. The possibility of offering additional clinics at either the Hurstville Community Health Centre or the Early Childhood Centre will be investigated, in the event that some women feel uncomfortable about going to the Family Planning Centre.

The General Manager and Human Resources Manager have indicated their support for the program, and willingness to permit female staff to attend a clinic within normal work hours. It is envisaged that staff would be absent for approximately 15 - 20 minutes for attendance at a clinic. Although the project is particularly targeted to women over 50, all female staff are invited to attend a clinic, as all avenues for possible prevention of cervical cancer are supported by the health service. Staff attendance at clinics will be arranged at convenient and appropriate times, to ensure that all Council services are maintained. Council's Occupational Health and Safety Coordinator will co-ordinate attendance at clinics and workflow, and ensure that all supervisors are advised of pre-arranged staff absences.
