Hereunder is my report No. to be submitted to the FINANCE Committee:-


01.01 MANAGEMENT PLAN



At the Council Meeting of 3rd May, 1995, Council approved the draft Management Plan and Budget prepared in respect of the year ending 30th June, 1996.

Under S.405(2) of the Local Government Act, 1993, Council is required to place the Management Plan (which incorporates the Annual Budget) on public exhibition for 28 days. The Management Plan has been exhibited in accordance with this requirement. The exhibition period was completed on 7th June, 1995.

However, as outlined to Members at the meeting of 8th June, 1995, the new State Government was seeking to introduce new legislation to re-introduce the concept of a Minimum Rate. This had been previously abolished from 1st July, 1995, under the current Local Government Act, 1993.

As the rate in the $ to be set for 1995/96 is determined by whether the Minimum Rate concept is utilized or whether the Base Rate concept is applied it was agreed to defer adoption of the Management Plan to a date to be set by the Mayor and the General Manager when it became clearer as to which provisions of the Act would apply from 1st July, 1995.

Parliament has now passed amending the Act to re-introduce Council's right to use a Minimum Rate when determining the Rates applicable for 1995/96 and subsequent years. The Department has advised that the Minimum Rate for 1995/96 which has been recommended to the Minister for approval is $274.

On this basis and in accordance with the option included in the Management Plan of adopting either the Base Rate concept on the Minimum Rate, Council now has the ability to agree to continue using the Minimum Rate when it formally adopts the Management Plan and Budget.

During the exhibition period copies of the Management Plan and Annual Budget were made available for public review at the Council chambers and at Council's libraries. Copies were also made available for purchase by interested people.

Statistics kept by the Library of residents enquiring about the Management Plan show that only 5 people reviewed the Management Plan. In addition, one person purchased a copy of the Plan. This compares to the exhibition of the 1994/95 Management Plan when 60 people came to review the budget (including 50 students as part of an assignment).

Council has received one written submission on the Management Plan or Budget which suggested that consideration should be given to moving the Library to a separate location away from the Civic Centre. The basis for this was that there is too much traffic being concentrated at the Civic Centre. As Council is aware consideration is given to this concept as opportunities arise. The respondent also suggested that Sunday opening of the Library should be implemented. This is already being evaluated by the Library and could be accommodated within the current budget if Council approved any proposal on this matter. A separate report on the issue was submitted to the Forward Planning, Policy and Staff Review Committee on 21st June 1995. Consequently, Council is now in a position under S.406(1) of the Local Government Act to formally adopt the Management Plan.

2. Annual Budget

The Divisional Manager - Business & Financial Services has reviewed the Draft Program Budget for 1995/96 in light of recent Council resolutions and some changes enforced by the Department of Local Government and Co-Operatives. His report is as follows:
